Regional
BIO-EARN Programme Coordinator
The
East African Regional Programme and Research Network for
Biotechnology, Biosafety and Biotechnology Policy
Development (BIO-EARN) is a joint effort between Swedish
Government and four Eastern Africa Countries of Kenya,
Uganda, Tanzania, and Ethiopia in meeting the challenges
of maximising the application of biotechnology and
realizing the potential of the associated techniques
under local conditions in the region.
The
Vision of BIO-EARN
Programme is to develop into a strong Network with the
capacity to carry out research for development that
could contribute significantly to improved food
security, productive agro-industries, sustainable
environment management, viable bio-resource economies
and enhanced livelihoods in Eastern Africa.
The
Mission of BIO-EARN is to promote the
application of biotechnology in agriculture, industry
and environmental management in order to contribute to a
more productive and sustainable agricultural sector and
the development of a more efficient bio-resource economy
through interdisciplinary collaborative research, policy
advocacy and outreach biotechnology platforms involving
key institutions in Kenya, Uganda, Tanzania and
Ethiopia.
The Inter-University
Council for East Africa (IUCEA) will coordinate the
implementation of the BIO-EARN Programme for the period
2006-09 through funding by SIDA. The IUCEA is one of the
strategic institutions of the East African Community (EAC).
It is located in Kampala, Uganda. It is charged with a
number of responsibilities, among them being
coordination of academic and research activities jointly
undertaken by EAC Partner States and Member
Universities. It has a current membership of 43
Universities, both public and private.
To effectively
implement the BIO-EARN Programme, IUCEA wishes to
recruit the following post:
Regional BIO-EARN
Programme Coordinator
The Regional BIO-EARN
Programme Coordinator must be a national from one
of the four BIO-EARN countries. The Regional Programme
Coordinator will be required to provide the overall
programme management and coordination. More
specifically, the Coordinator will undertake, among
others, the following tasks:
- Plan, organize and
implement the BIO-EARN Programme,
- Manage financial
resources of the Programme including
sub-contracting of network partners,
- Convene the
BIO-EARN Governing Body (GB) and Programme
Advisory Committee (PAC) meetings, and serve as
secretary,
- Prepare and submit
annual budgets as well as progress reports -
narrative and financial,
- Organize BIO-EARN
Scientific Meetings,
- Address problems
within the network ensuring efficient
administration and management,
- Undertake
monitoring and evaluation of Programme activities,
- Play leading role
in advocacy and sensitization of the BIO-EARN
Programme,
- Perform any other
duties that will be assigned by IUCEA, SIDA or GB.
Requirements:
A suitable candidate should have the following
qualifications:
- Preferably PhD in
Biological Sciences from a recognized university,
- A broad knowledge
and working experience of at least 5 years with a
record of demonstrated research accomplishment and
publications in areas relevant to the BIO-EARN
Programme including biotechnology policy issues,
- Well documented
experience in managing and administration of
international collaborative R&D programmes,
- Excellent
leadership qualities and ability to represent the
BIO-EARN Programme regionally and internationally,
- Ability to work in
a proactive manner,
- Functional
knowledge of ICT and computer skills on Word,
Power Point, Excel and Access,
- Excellent
communication and networking skills and ability to
interact with both network partners and other
relevant actors regionally and internationally.
Tenure and Salary

Successful
candidates for the post will serve until December
2009 on a contract with IUCEA, which may be renewed
on satisfactory performance,

A
comprehensive remuneration package commensurable
with the professional and diplomatic status of the
post will be given.
The recruitment of the
Regional BIO-EARN Programme Coordinator will be
administered by the World Agroforestry Institute (ICRAF)
in Nairobi, Kenya, in cooperation with IUCEA and SIDA.
