BIO-EARN's Governing Board (GB) consists of high-level representatives from the Science and Technology Councils/Commissions, network universities and relevant government line ministries in the region. The role of the GB is to oversee and make decisions on the general direction of the Programme and ensure integration and harmonization with national activities.

The GB held its inaugural meeting in April 2006. To ensure high level representation for policy linkages and Programme ownership, the GB agreed that appointments to the GB would be offices, rather than individuals. The GB also agreed that the GB Chair and Vice Chair would be rotated on an annual basis.

The Executive Secretary, Uganda National Council for Science and Technology (UNCST) was elected Chair and the Ministry for Higher Education and Technology in Tanzania was elected Vice Chair for the current year.
