BIO-EARN Programme Synopsis

The principal objective of the Sida supported programme is to build national capacity and competence in biotechnology, biosafety and biotechnology policy development in the region. Participating institutions in Ethiopia, Kenya, Tanzania and Uganda receive support through a regional network.

BIO-EARN Objectives

  • Enable the countries in the region to develop biotechnologies and policies according to their own needs, abilities and opportunities;

  • Promote collaboration in biotechnology, biosafety and biotechnology policy development to address key challenges and opportunities in the region;

  • Foster communication between scientists, policy makers, biosafety regulatory officials and private sector, nationally and regionally.

BIO-EARN Programme's Vision, Mission and Strategic Goal
The focus of the BIO-EARN Programme (2006-09) has shifted from human and infrastructure capacity building to research and policy collaboration. The Programme vision, mission and strategic goal were reformulated as follows:

  • Vision: to develop into a network of excellence that will contribute to improved food security, sustainable environment management and industrial production and improve livelihoods in Eastern Africa .

  • Mission: to build biotechnology capacity in Ethiopia , Kenya , Tanzania and Uganda through collaborative research, policy advocacy and outreach.

  • Strategic goal: to generate biotechnologies in Agriculture, Environment and Industry and strengthen regional capacities to foster the safe application of biotechnology to promote development of Eastern Africa .

Outcomes Approach
The programme takes an outcomes approach that uses strategic Research for Development (R4D), training and policy support to:

  • Mobilise science and technology towards solutions and guarantee relevance;

  • Develop multi-sectoral partnerships that support product development;

  • Harness knowledge from local or global research efforts built on proof of concept to support development processes and practices.

BIO-EARN focuses on research and capacity building in three key areas:

  • Agricultural Biotechnology

  • Industrial and Environmental Biotechnology

  • Biosafety Research and Capacity Building
